That's my understanding too, if I correctly recall a conversation with Leigh following a masterclass back when I was in college. As I understand it, Bernstein's people (and Bernstein, apparently) loved Serry's treatment of the material, but Sondheim refused to grant permission for publication. From what I've heard in offhand conversations playing shows since then, Sondheim has a reputation for not allowing any third-party adaptations of his material, so this would just be consistent with his policy. It's unfortunate - Serry's arrangement is a fantastic piece of music, and probably would become a staple of the literature if it were commercially available.
