The first thing would be to examine the frame and be sure that the suspension pins are not pinching the bar. Often, the pins get bent and prevent the bar from ringing fully. The next thing would be to remove the single bar, hold it between thumb and first finger at one node point, and strike it with a mallet. Listen very closely for a soft, but lengthy sustain. A good bar should ring for much longer without the resonator than with it. The resonator amplifies the sound of the vibrating bar, but uses up the energy of the vibrations more quickly. If the bar is good, then the resonator is not coupled properly with the pitch OR the resonator could have an air leak. Placing a finger partially over the open edge of the tube (making the open end smaller) effectively makes the tube longer. This will let you hear what it would sound like if the resonator were slightly more flat. Pouring a small amount of water in the resonator (circa 1/4-1/2" deep at the bottom) will let you check for air leaks and also hear what it would sound like if the resonator was slightly more sharp. Tapping CAREFULLY with a hammer and a thick wooden dowel (broom handle?) will allow you to slightly move the resonator cap -- assuming it is not tunable to begin with!
Alternate method: strike the bar as per normal and listen to the sustain and resonance. If the pitch of the bar bends sharp or flat at the end, the resonator is off in that direction (just like clearing timpani heads). Also, listen for the timing of the "bloom" of the sound. Making the resonator sharp will move the bloom closer to the attack, while making the resonator flat will delay the bloom from the attack.
