In general, if the excerpt can be considered as a quotation necessary in the ciritique aritcle etc., the quotation is not considered as the infringement of the copyright law. The length does not matter in a sense, but as a general guideline, around 30 seconds seems to be a good number, as I hear.
The same applies to the sheet music.
You are right. It is not the length that matters. It is the main body of the article etc. that matters.
