Copyright restrictions apply to a radio broadcast (and a recording thereof), just as they apply to a CD release. The recording in question may have been licensed for that radio broadcast, but that license does not cover the rights to further distribution, for profit or otherwise. The radio station, the performing ensemble, and/or Mr. Zivcovic retain the copyright to that performance. And the right to the "first recorded performance" is one of the rights protected under U.S. Copyright Law - so if Mr. Zivcovic has not yet released a recording of his Concerto, then no other person has the right to release a recording. Years ago, on my senior recital, I performed Stout's "Duo (Dance Song)" for trumpet and marimba. To the best of my knowledge, Gordon has never released a recording of that piece. It was "my" performance, but if I wish to release it as a recording and distribute it - via CD, as a download from my web site, via Napster, MP3.com, etc. - I'd have to license it with Gordon and/or Studio 4 Productions.
